EU、中国の新サービス貿易協定への参加を支持

中国の習近平国家主席がブリュッセルを訪問した機会を捉え、欧州連合（EU）はサービス貿易の自由化を目指して現在進行中の協議に、中国が参加することへの強い支持を表明した。このEUの立場は、EU・中国首脳協議共同声明に反映されている。
新サービス貿易協定（TiSA）は、サービス貿易のさらなる自由化に関心を有するすべてのWTO加盟国に門戸が開かれている。2013年3月に開始した協議には、現在23のＷＴＯ加盟国が参加している。ただ、同機関の加盟国総意による支持が欠如しているために、その協議自体はＷＴＯの枠組みの中で行われているわけではない。
昨年、中国がTiSAへの参加に関心を示し、9月には協議参加申請を提出した。EUは、広範な参加による協定の構築を戦略的目標としているため、この中国の動きを支持している。しかし、TiSa参加国の一部が懸念を表明しているため、中国の参加に関する協議は難航している。
