What we do

The Delegation of the European Union to Japan represents the EU in Japan. It enjoys the full status of a diplomatic mission and is led by the Head of Delegation

 

Our mission is to:

  • Represent, promote and advance the interests and values of the European Union in Japan;
  • Develop and strengthen bilateral political, economic, cultural, educational, scientific and other sectoral cooperation between the European Union and Japan; and
  • Where relevant, through cooperation with Japan also enable the EU to better promote and advance its interests and values at global and regional level.

The Delegation is composed of the following sections:

A Chancery under the Head of Delegation, supported by the Deputy Head of Delegation
Ambassador of the European Union to Japan - Viorel ISTICIOAIA-BUDURA
Minister, Deputy Head of the Delegation - Francesco FINI

 

Political Section

The section is responsible for political reporting to Brussels headquarters and liaising with the Japanese government on bilateral political relations, foreign and security policy, development policy, judicial and law enforcement cooperation, human rights, labour, employment and social affairs.

Press, Public and Cultural Affairs Section

The section acts as the Delegation's spokesman and is tasked to develop relations with Japan's media and to promote the EU and its policies with the wider Japanese public. It manages the Delegation's networks (EU Associations, information centres etc.) and is responsible for the Delegation's website and its publications, including the web magazine "EU Mag". It is also responsible for academic and higher education relations.

Science and Technology Section

This section promotes EU research and innovation policies and cooperation with Japan, working with government, funding agencies, research organisations and industry in Japan. The section provides strategic input on international cooperation on research and innovation to Brussels headquarters, and holds regular research and innovation events in Japan.

Trade and Economic Section

The section follows all trade and commerce developments in Japan. It works closely with the Japanese Government as well as with Japanese and European business organisations and covers sectors from aviation, telecommunication, energy and manufacturing to agriculture and environment. In particular it supports the ongoing negotiations for a Free Trade Agreement between the EU and Japan. The section also supervises European export promotion programmes for Japan such as the Executive Training Programme (ETP) and the EU Gateway Programme.

Administration Section

The section supports the daily functioning of the Delegation and its staff, including maintenance of building and residences. It liaises with appropriate authorities in the EU and Japan on all protocol and administrative matters related to EU officials.

EU-Japan Centre for Industrial Cooperation

The EU-Japan Centre is a unique venture between the European Commission and METI aimed at improving EU and Japanese companies' competitiveness and cooperation by facilitating exchanges of experience and know-how between EU and Japanese businesses. It is based in Tokyo and has an office in Brussels.
